Services

The PSM Team provides Construction Management services for capital projects in an Agency Right of Way (ROW), easements, public utility easements (PUE), etc. We provide Resident Engineers, Construction Inspectors and Construction Contract Administrators in a mix of only PSM Team members but we also work well integrated into a combined consultant/agency Team.

Resident Engineers

Our Resident Engineers are professional construction managers.  Depending on the project size, complexity and, of course, agency requirements may be Professionally Licensed Engineers, Engineers in Training etc.  The RE will lead the Construction Team (usually consisting of an Office Engineer, Project Administrator and Construction Inspector(s).  The Teams may be 2-3 people and they may be 20 or more.  Our Resident Engineers rely on their education, licensing and years of experience on varied projects from Rail Interlocking replacements, asphalt paving, waterline construction, sidewalk/curb/gutter construction etc. to make the projects successful.

​​​​​​​Our Resident Engineers are responsible for all aspects of the projects they manage. Our Resident Engineers are familiar with all aspects of the work because they have served as Construction Inspectors and Office Engineers to better understand all aspects of what must be done and can mentor those with less experience to improve themselves. Here at PSM we take our responsibility to the Agency/Owner, the traveling public and the tax/rate payer very seriously.

Office Engineers

Our Office Engineers are professional construction managers and may have served as Construction Inspectors and even Resident Engineers on some projects as they develop their skills on progressively larger projects. The Office Engineer is responsible for contract/agency procedural and administrative support to the Project Staff.  Our OEs can be Professionally Licensed Engineers, Engineers in Training etc. depending on the size or complexity of the project.  Our OEs may be very senior Construction Administrative professionals depending on the situation.  Our Office Engineers are detail oriented and disciplined as the success of a project can rely on how well document control has been managed throughout the lifecycle of the project from Notice to Proceed to Project Closeout.

Construction Inspectors

Our Construction Inspectors are construction management professionals and may be engineering graduates or seasoned tradesmen experts at what they are inspecting.  Our construction inspectors are the eyes and ears for the Resident Engineering/Construction Management Team.  Our Construction Inspectors are disciplined Construction Professionals that will document in writing and photographs the contractor’s compliance to the project documents and if not immediately notify the Resident Engineer.  Our Construction Inspectors will facilitate work in the field, answer questions etc. but will never direct work.  Because of their familiarity with the work our Inspectors may be called upon to help with other aspects of the work such as verifying quantities for invoices/pay applications, Notices of Non-compliance, Change Orders and claims among other tasks.
