Resident Engineer

Scope

  1. Constructability Review at 100% Design

  6. Document control
  7. Submittal review process

  12. Chairing and preparation of meeting minutes for progress meetings and special meetings as required
  13. Processing contractor invoicing

Deliverables

In general, deliverables are anticipated commensurate with industry standards for the scope of services identified and include (agency policies and procedures vary by agency/client):
  1. Construction management deliverables per Agency’s/Clients policies and procedures
  2. Construction management deliverables included the review and approval of construction submittals that are to be performed by the construction management team (i.e. for temporary shoring, rigging, etc.)
  3. Maintain the file system (physical and electronic) to be current with the construction documents
  4. Monthly progress reports including a budget status and forecast to completion for CM Services
  5. Project Files and Project Completion Report archived with Agency/client at end of Contract/closeout
  6. Other documents as required

Office Engineer

Scope

  1. Provide procedural, administrative support to Project Staff.
  2. Reserve/schedule conference rooms and attend weekly progress status meetings with the Contractor.
  3. Support preparation of progress meeting agendas and minutes.
  4. Receive documents from the Contractor and process incoming/outgoing correspondences, transmittals, submittals, RFIs, changes, etc.
  5. Keep Submittal and RFI Logs updated.
  6. Route documents for approval and signatures (RFIs, changes, submittals, etc.).
  7. Track status of documents (submittals, RFIs, changes, etc.) to ensure timely response and keep Resident Engineer informed of status.
  8. Upload the signed Inspector Daily Reports (IDRs) to the file system (software/electronic/physical).
  9. Assist Inspectors with files and database system information, when needed.
  10. Assist Project Manager and Resident Engineer with Change Notices and Change Orders.
  11. Assist in the review of Contractor’s cost proposals and processing of invoices.
  12. Evaluate, process and route Contractor’s monthly invoices for approval.
  13. Review and submit Pay Applications.
  14. Track Contractor’s invoices to ensure timely payment.
  15. Update file systems (correspondence, transmittals, RFI Log, Submittal Log, etc.).
  16. Maintain paper files.
  17. Process requests for Contractor’s badges and clearances and assist with on-boarding of new staff.
  18. Other tasks as directed by the Resident Engineer and/or the Agency/client.

Construction Inspector

Scope

  1. Verifying that the contractor complies with all contract requirements.  Performs field engineering services overseeing on-going construction as directed by the Resident Engineer
  2. Performing, or calling for, required tests to verify work quality.
  3. Keeping complete, accurate, and concise records of the work and quantities.  Keeps and maintains daily reports documenting observations, labor, equipment and Issues encountered in the Contractor's performance of the work;
  4. Keeps the Resident Engineer informed of work progress and problems.
  5. Responding to any contractor questions about plans and specifications. The Construction Inspector must not direct the contractor’s work but must immediately notify the contractor when work is not in compliance.
  6. Works effectively by knowing construction methods and inspection techniques.
  7. Reviews approved contract submittals, contract specifications, and contract drawings, and field verifies and documents construction of approved facilities, materials and equipment per contract specifications and drawings;
  8. Takes and catalogues photographs of work in progress or problems encountered on the construction site;
  9. When directed, collects and maintains Force Account Records for additional work as directed by the Resident Engineer;
  10. Periodically examines Contractor QC and QA records to assure Contractor records are complete and current;
  11. Assists in the documentation of Change Notices/Change Orders, including justifications and estimates;
  12. When requested, assists in the review of Claims and Potential Claims;
  13. Other tasks as directed by the Resident Engineer.
  14. Performs QC/QA Verifications of Material/Specifications/Drawings;
  15. Performs verification of quantities for monthly payment;
  16. Maintains records and resolution of Non-Conformance Reports; when applicable;
  17. Serves and discharges the duties of an or District's Representative if required and preparation of associated reports;

Deliverables

  1. Inspector's Daily Reports (IDRs) and photos
  2. Attend field Safety briefings;
  3. Force Account sheets for Change Order work, when applicable;
  4. QC/OA Verifications of Material/Specifications/Drawings;
  5. Verification of quantities for monthly payment documents;
  6. Report of coordination with BART Maintenance activities;
  7. Unusual Occurrence Report (UOR);
  8. Write or assist in writing Non·Conformance Reports, when applicable;
  9. Completed Hazardous Assessment Checklist for Construction Safety, to be included with the IDRs daily;
  10. Notes of field meetings with Contractor, to be included with the IDRs;
  11. Access Authorization/Work Order form(s), 501 Book, Daily Monitor Activity Report (OMAR) and M&E Job Safety Briefing Record, when performing EiC duties;
  12. Other deliverables as directed by the RE or the Agency.
